Increase supports purposeful movement and crossing a great river, an image of undertaking rather than passive accumulation. More resources are valuable only when they enlarge responsible capacity. Ask what the increase is for, who gains access, and what new risk accompanies expansion. Growth that consumes attention, trust, or ecological support without repair may be increase in quantity and decrease in resilience. Direct surplus toward a defined crossing.

The judgment says that having somewhere to go is favorable and that crossing the great river is favorable. It describes directed action under conditions of increase, not accumulation for its own sake. The river image keeps risk in view: additional capacity may make an undertaking possible, but it does not remove the need for preparation or judgment.

Wind over Thunder is the trigram structure, combining gradual penetration with initiating movement. Wind here suggests slow, pervasive influence, while Thunder points to the initial spark that sets things in motion. Later commentary develops an ethical pattern of taking up what is good and correcting what is faulty. That is an interpretive extension rather than part of the judgment’s two clauses.

A modern increase may be money, staff, time, knowledge, attention, or authority. Define what new action it enables, who should benefit, and which system must be strengthened to carry it. Expansion can magnify weak governance as easily as good work. Reserve capacity for maintenance, share gains with contributors, and set a limit beyond which growth would damage the conditions that support it. Increase becomes meaningful when surplus is converted into durable capability for a chosen crossing, not merely into larger numbers or wider reach.
