That pattern is not a permanent state or a license to label people as “small.” Earth over Heaven reverses their expected visible order, and later interpretation finds communication within that arrangement. Modern peace requires maintained channels, fair circulation, and attention before favorable conditions quietly decay.

The judgment says that the small goes and the great comes, followed by good fortune and success. These paired terms describe a movement of conditions; they need not be turned into fixed moral ranks assigned to particular people. In the trigram arrangement, receptive Earth rests above strong Heaven. Commentarial traditions read this unusual placement as interaction between forces that might otherwise separate, and from it develop images of communication and flourishing. That cosmological explanation is not stated in the judgment itself. The hexagram's name 泰 suggests peace or openness, a condition in which things can circulate. The image does not claim permanence; it describes a moment when movement favors exchange.

In modern systems, peace is not mere absence of argument. It depends on circulation: information reaches those who need it, resources move without capture, and criticism can travel upward without punishment. When exchange works, do not assume it will maintain itself. Notice who is excluded, which dependency is hidden, and what routine repair preserves trust. Favorable conditions can support ambitious work, but they also tempt complacency. Use the opening to strengthen institutions and relationships before strain returns. "The great arrives" is best treated as a quality of the situation — greater capacity, integrity, or connection — not as evidence that one group deserves to displace another. Peace is a practice of maintained channels, not a finished state that requires no further attention.
