Deal with things before they arise; put order in them before disorder appears. Chapter 64 is about timing and scale. It does not promise that every problem can be solved by positive thinking or that progress is merely a matter of motivation. It directs attention to early conditions, small accumulations, and the ordinary act that gives a large undertaking its first form.

The counsel is paired with a warning against grasping. The sage does not force an outcome at the final stage; they work where a small adjustment can still matter. This is consistent with wu-wei, but it is not passivity. It requires noticing, preparing, and accepting the limits of control before a situation becomes dramatic. In contemporary life, the passage can guide maintenance, prevention, and project design. It should not be used to blame people for structural disasters or to imply that every difficulty was individually preventable. A small beginning matters, but so do resources, institutions, and unequal starting conditions. The chapter’s distinct contribution is a sense of proportion: act early, act concretely, and do not confuse a grand declaration with the work that gives it reality.
